Summary

Inscription to Kennan in Russian on verso: To a well known traveller in Russia and a nice man, Mr. Kennan, from the Irkutsk city police chief Cr. Makofskii.

Captain Christopher Fomich Makofskii was the Irkutsk chief of police at the time of Kennan's visit in 1885. Kennan describes him as one of the few more enlightened Russian officials in Siberia, but nevertheless unconscious of the great evils in the Irkutsk prisons and incapable of any sympathy for the ideas of equality of men and individual liberty.
